Also Help! I get a similar error message, not when installing programs, but seemingly when trying to open a folder too soon after either being on-line, or using another application.
I use a Dell Inspiron 3800 with Windows ME and 64 MB of memory.
A repair method from MS didn't work since the instructions couldn't be followed. i.e. the mentioned window choices didn't appear.
It's not a major problem, but annoying to the extent of having to re-boot a few times a week.
