computer will not complete a defragement task

My computer will not complete a defragementing task. It makes it to 10% and just starts over. How can I solve this problem?

turn off your modem.turn off all running programs except internet explorer and sys.tray using ctl.alt.delete at same time.press end task on each running program. then start defrag.c

Try running defrag in "Safe Mode"
