Try booting in Safe Mode, that way hopefully the files are not in use and you will be able to delete them. If it doesn't work, format the drive. It sounds like your computer is infected with virus/spyware. After formatting and reinstalling, use Mozilla Firefox as your default browser, Mozilla thunderbird as your default email client and Trend Micro (PCCillin) antivirus. Thats what I use and haven't ever had an infection ever since. Prevention is better than cure especially since some of the nasties out there these days are almost impossible to get rid of without formatting the disk.
