Blue screen An exception OE has occurred at 0028:C

We have an Advent 8705 PC bought secondhand.
When we try to load a programme the screen and mouse froze and
a blue screen appears.
Another message has appeared :-
This was called from 0028:C1818759 in VXD.

Could you please tell me what this message means and what
we need to do. Many thanks.

I had this error come up whenever I did a cold boot. AdAware, Spybot and Norton AntiVirus were run without success. The operating system was Windows 98 SE so I reinstalled the OS. The problem continued until I reinstalled the display driver. After the driver was reinstalled the error stopped. I hope this helps!
