I keep getting an OE and the blue screen when I try to shut down my computer. Also, my scanner won't copy as the computer says that it is "not responding".

yeap..i having too.. the last task is my PC hanging during deleting MS office files.. so i restart the PC..and boom.. i got this error.. i dunno what problem.. i just replace the current OS.. seems not take an effect..before this i got the same problem..i replace the OS..and its worked..but now.. its not work..i thinking..its maybe a hardware or driver failed..and affect to systems..

Me two. Same error jest after intalling a HP psc 1100 series all-in-one. locks up and gives "Fatal exception OE at 0028:C0031C7A after scanning. Also a msgsrv32 but I think thats a result of the exception. I look into it.
