How well did you remove the program? Did you use the remove/install feature in Windows control panel? I think that the program is elsewhere in your computer. I would remove it from the registry and from the program files directory. Sometimes there are leftover files stored here.
If you need help with removing the program from the registry, let me know.
It may also be possible that the program has integrated with your Internet Browser or a driver in your modem. Try reinstalling the modem. I would first remove all the driver file for the modem.
