Clearly something is not right here.Boot windows normally and then goto notepad.
open up bootlog.txt which is in the system root directory. Its a hidden file so just go to open and type in bootlog.txt in the file name area.
You will get a large text layout which is the content of the file.

Also you can try rebuilding the system registry by booting to command prompt only (press F8 when the pc boots until you get the startup menu options) and go to c:\windows\command\scanreg/fix
Then run scandisk = c:\windows\command\scandisk
reboot the pc and check the system for and other problems.
Get your windows 98 disk and run the setup from windows deskop.
You will be asked to save your system files do this and carry on with the setup. You should nt be prompted for your windows key code but if you want it i can tell you how to get it...
