computer gives black screen when going to settings

When i go to my settings tab in display panel my screen goes black and displays only a few random colored symbols such as 0, 1, and the male and female symbol. I have already updated my virus definitions and scanned my entire hard drive and no viruses were found. My drivers are the most current nvidia detonator drivers.

Hi

I have ATI RADEON 9000pro card,also Nvidia geforce 4 440mmx card.
Monitor is relysis tl500a tft.Same problem happens to me on both cards.Ive updated all drivers.Installed correct monitor drivers,
and even had a replacement monitor.Its been a nightmare.

Seems to me that its a driver problem that new drivers wont fix.

The cure I have for my problem is simple.SWITCH THE MONITOR OFF THEN
BACK ON AGAIN, NORMAL SCREEN/DESKTOP APPEARS AND THE PROBLEMS GONE.
