Is there any chance they are running in the "background", just not showing up in your task bar?

If you hit ctrl-alt-del (once) do they show up there?

When did this start? Did you just change something?

This stuff would really help me figure this out.

: I have just installed W98 and have 6 programs listed in the Startup menu. When W98 boots, none of these programs are initiated automatically. After boot, each program can be initiated by clicking on the icon in the Startup menu. Any suggestions as to possible cause of this problem. At present, my only recourse is reinstallation of W98.
