Try to get a new driver for your ATI Cards -> see Ati page for more information.
DPI dpi@dpi.be

: Try the basics first:
: Run Scan disk.
: Run Chkdisk.
: Run Defrag.
: Remove temporary files.
: Remove items in the startup directory.
: Remove anything that isn't "stock" windows, little toys that do cool things have to go.
: Don't overclock your CPU if it's AMD.
: Remove hardware add-ons to see what might be screwing up.
: Check control panel -> system -> devices for any problems.
: Install mcafee or norton crash saver type things.

I am getting the same type of problems, been trying to replace just about everything.
The solution with the Windows stuff to be removed is absolutely not applicable here, as it already happens with a freshly installed Windows98 (Win95 won't boot at all !!!). I have a Gigabyte mainboard, Celeron 333, 128Mb RAM (DIMM), V550 16Mb, SoundBlaster128, Asus 50x max CDROM and an IBM DTTA 371010 HDD as well as an LS120 SuperDisk drive. Like you I am going insane and just don't know where to look for the answer, but it seems to me that this is quite a common problem with Windows, maybe that's where the real problem is (maybe Microsoft should be making a little easier to understand system checking and messaging tool instead of these crazy messages noone can understand but Microsoft engineers themselves...).
I too hope to get an answer to this problem soon !!!
