Where did you get it? Did you get it from an auction? I had the same problem if you did, but I sent the thing back and they gave me a new one. The one they sent back had the EXACT same problem, but it was a different computer. So I sent it back and they gave me a working one.Now, the weird thing is, the drives on the two lemons sounded really loud when they spun, and this one is quiet. Maybe you should try a new drive with Windows on it and see what happens.
