This type of error is often due to duplicate device drivers being loaded, here's the solution...
while your computer is booting up, hit repeatedly until you get the DOS looking menu where you can boot to Safe Mode.
Next right-click on My Computer and select Properties, then click on the Device Manager tab... double-click on each type of device to see what drivers are loaded to it, then delete the duplicate drivers. [ok] and reboot this should resolve your blue screen problem.: on startup keep getting blue screen and oe.0197
