Maybe these links might point the way. I was hoping it would be a less generic error message, though:

http://support.microsoft.com/?kbid=191609

Explanation by Microsoft:
This behavior can occur if the Microsoft Windows 95 version of the Explorer.exe file is located in the root folder of drive C.
--------------------------------------------
Boot the computer to the Startup menu and
then click Command Prompt Only
Type the following at the prompt:

ren c:\explorer.exe explorer.old

and then press ENTER.
---------------------------------------------

I have changed my mind, I dont think scanreg will work. Heres what you can do if you dont want to lose your installed programs, it will work but is a dodgey method. boot to command prompt, and delete win.com from the windows directory. Run win98 setup and choose "windows" not "windows.000" as the install path. Youll be able to get into windows okay from there on. I assume you are using win98..??

Your are all morons and your pathetic problem is a waste of anyones time. Either restore an earlier regestry with scanreg in the command prompt or reinstall windows if you dont have any registry keys left to restore.
