Computer switches itself back on after turning it

Is there any way to stop this computer from switching itself back on after I switch it off?
I have to hold the power switch in for a long time in order for it to stay off. It's really annoying, but I'm getting used to it.

Do you have a dial up modem.
When the phone rings, the modem powers up
and turns on the computer.
