I frequently receive the this message in a blue screen and I can't use my computer unless I gave it a few minutes of rest. OS-windows 98

This is a familiar problem with Win98 and Nero 5.x. (Do you by any chance have a TDK or Plextor CD-RW?)

Error 0028 indicates a Dll is not properly installed if you're running Win98. If you are running Win98 try removing Nero and reinstalling it.

Also, go to "Control Panel", and open "System". Click on the "Device Manager" tab. Select "View Devices by type" (at the top). Click on the "+" next to CDROM. Click on the CD-RW drive and then "Properties". Click on the "Settings" tab. Now, deselect the "Auto Insert Notification" (no check mark in that box). Click on OK, OK, etc., to close "Device Manager", and reboot the system.

If you're running Win Xp make sure that the buitl in cd-writing is disabled in the services section.
