 Computer Hangs up at start up Post a Reply

My PC hangs up at while starting up, I have a pII 450mhz 128 mgs of ram. The o/s is win 98me. When it hangs up I do a contr,alt, delete and I get a MSGSRV32 is not responding. I have tried many things including re-formatting the hard drive, but I continue to get the problem. Is it possible the hard drive has bit the dust?
