Windows Me problem

When launching "help" from the start menu I get the message
Windows cannot find helpctr.exe

However it is found by search at
C:\windows\options\cabs

When I try to examine it by properties I get the message that
HCAPPRES.DLL is not found
However it is found by search at
C:\windows\PCHealth\helpctr\binaries

Computer is not recognizing that they exist

Is there a way to restore the link?

Seeing that the file is being found is Options\cabs. The simple solution is to re-install your windows. If this doesn't do the trick you might need to change cd or if you are using a cd burner to install you might need to try a standard CD ROM as there is issues with installing programs with CD Burners or DVD ROMs as they aren't able to read properly at their read speed.
