This error message is a real pain in the butt. It seems to be related to quite a few things. This is the order in which I would troubleshoot...First, assume the modem. If you are dialing up to the Internet using a modem, install the most current driver version for your modem. If all else fails, you may need to replace it (only $15).
Secondly, if your modem troubleshooting does not seem to help then consider the sound card. If you are getting bad sound from your computer, this is a sure thing. Update to the newest driver version for your sound card.
In some remote cases, you may also investigate your Network card. You can disable the network card (if you are not using it) in the device manager to see if this makes a difference.
Also, USB devices can cause this to occur. If all else fails, remove all USB devices.
And as a final note, video card. It is rare, but still a possiblity that you should update your video card driver.
