Here Was The Problem New PentII Mother Board
Sound Blaster 16
Win Dected The Sound Blaster Fine But No Sound Had To Chage The IRQ Mapping in The Motherboard bios By Default the motherboard maps all irq's to pci slots
so just set the irq for the sound blaster ie. irq-5 to isa
not pci and save the changes in the bios reboot and
sound should work also check the irq setting in win 9x
