Assuming it is connected to a IDE card, I would check in "control panels" - "system" - "device manager" and see if there are any problems with the hard drive controllers. I am thinking IRQ problem of some type. Write down all IRQ's used by other devices and see if the IDE card's one is used by something else. If you can, try another slot for your ide card (unless it's a on board controller).
You can always try re-installing windos, see if that helps. This sounds like a hardware or driver problem to me.

: Whenever I try to access a cd my sytem crashes.
: Up until I installed Norton crash guard, I had trouble restarting Windows. Now with Norton, I can get back into Windows, however when I activate a cd-rom it contiues to crash (reboot with Norton).
