Are you connecting to your mail service via LAN, or do you use a modem to connect, or what? It LOOKS like the problem is that when outlook attempts to display your folders, there is some sort of access problem, like the folders aren't available for some reason (server down, file system corrupt, backup happening which denies access to folders, or like that-)
You should check to determine that whoever is in charge of the server isn't doing something which prevents Outlook from accessing your mail. If there doesn't seem to be a server problem, check to make sure that your network connection is really working, and you're not dealing with a cached session.
